This study ranks the strengths, weaknesses, opportunities and threats in both human resources recruitment and retention. Therefore, the multivariate decision making process is analyzed for human resources planning in construction projects. In this study, the data is collected through the descriptive questionnaire in the integrated form by FAHP and SWOT methods. The statistical population of this study covers all construction contractors in Grids A and B. The sample size is equal to 384 according to the statistical population size through Morgan Table. After investigation of results, each factor is prioritized and thus the proportion of workers' skills and expertise to the job is the first priority of recruitment, non-native staff as the first priority of weaknesses, the contractors' experiences to maintain the time, cost and quality as the first priority of opportunities, and the lack of proportion of needed organizational expertise to the job applicants' expertise is the first priority of threat. In the human resources recruitment and retention, the employee satisfaction in construction projects with received salaries and rewards is the first priority of strengths, lack of management and contrivance in financial resources sector as the first priority of weaknesses, the entrepreneurship as the first priority of opportunities, and not complied employee salary with costs of living is the first priority of threat.
