Data were collected through interviews under the guidance of generalities and in a semi-structured manner and based on the data theory process, during the three stages of open, axial and selective coding, 71 concepts, 19 sub-categories and 6 main categories were identified and categorized. Then the final variables were graded by interpretive structural modeling at 4 levels of the main phenomenon, infrastructure, implementation and outcome.
